Belize and El Salvador Sign Historic Partial Scope Agreement

Belize and El Salvador significantly deepens their bilateral ties this week with the signing of a Partial Scope Agreement (PSA) on 13 August 2026 and the inclusion of a Belize Trade Mission to El Salvador comprised of key private sector representatives including the Belize Chamber of Commerce, Government officials and relevant trade stakeholders. This historic agreement opens strategic new markets for Belizean products while strengthening bilateral relations between the two countries.

In his opening remarks, Minister Leal reiterated the strong and enduring friendship that exists between Belize and the Republic of El Salvador and the importance of expanding regional and economic partnerships, navigating new and future challenges and creating new opportunities for sustainable growth and economic development in an increasingly interconnected global economy.

In addition to securing preferential market access and diversification for Belize, the Agreement also includes provisions that support and encourage cross border investment through the establishment of a Bilateral Trade and Investment Promotion Group; technical cooperation and joint initiatives; and capacity building and knowledge sharing.

Hon. Marconi Leal Jr., was accompanied by Chief Executive Officer for the Ministry of Foreign Affairs and Foreign Trade, Ambassador Oscar Arnold; Director General for Foreign Trade, Mr. Andy Sutherland; Ambassador Emile Mena and other senior government officials, and private sector representatives.
