The Ministry of Foreign Affairs wishes to update the public on the matter concerning Ms. Kennedy Carillo, Belize’s State Representative to the International Civil Aviation Organization (ICAO) in Montreal.
The Foreign Ministry has received formal communication that the Director of Criminal and Penal Prosecutions of Quebec has declined to pursue charges against Ms. Carillo and therefore all related proceedings are concluded.
Throughout this matter, the Ministry has taken the allegations seriously. In keeping with its commitment to the rule of law, Belize partially waived Ms. Carillo’s diplomatic immunity so that the Canadian authorities could carry out their investigation without impediment.
Having considered the decision of the Canadian prosecuting authorities, the Government of Belize has determined that Ms. Carillo will remain in her post as Belize’s State Representative to ICAO.
The Ministry expresses its appreciation to the Canadian Authorities for their cooperation and support in this matter and asks that the privacy of those involved be respected.
Belize remains fully committed to its work at ICAO.
